THE OUTER RING ROAD
Breaking News
I am now more convinced that ever that the current proposal for the
Outer Ring Road WILL NOT proceed.
Since I delivered over 6,000 circulars to Lucan homes notifying Lucan
Residents of the council’s proposal, more and more Residents are
responding to the call for An Bord Pleanála to refuse this plan. Many
thousand of signatures have also been received by Lucan Together for
Quality of Life. I believe in the circumstances that we must be granted An
Oral Hearing by An Bord Planála.
Also, many Councillors on South Dublin are now more aware of the
disastrous and detrimental consequences this proposal will have on Lucan.
The Outer
Ring Road was conceived in the early 70's to link the
Galway Rd, Naas Rd, and Tallaght Rd (N81). It
will be a 4 lane carriageway.

The first phase of this route plans
to extend South of the Eurospar roundabout to the Naas Rd.
South Dublin County Council will
attempt to extend this dual carriageway from the Eurospar roundabout
to Woodies, it is almost certain that the road will extend North to
Blanchardstown. |
The Group supports
the National Transport Users Associations
Alternative Proposal to this road which diverts traffic
away from residential Lucan, Palmerstown & Clondalkin. |
Increase in the volume of traffic
through your residential area from 7,000 to 54,000 plus vehicles a
day.
Massive increase in noise and pollution levels in the Lucan area.
This is the intended relief road for the M50. |
This is the intended access route
for Grangecastle International Business Park, which will bring with
it substantial lorry traffic.
This is the intended access route for Park West. |
This is the intended access route
for the new Adamstown residential development.
This road will be detrimental to the safe movement of children and
the general public. |
Make your voice heard! The
combined residents associations in Lucan are against this plan and
they need your support.
The group is not against the concept of an Outer Ring Road, but we
are against bad planning which will result in huge volumes of
traffic being channelled into residential Lucan.

Transport Users Association Alternative Route.
Please support the combined residents associations call for an oral
hearing from An Bord Pleanala by doing one or both of the following: |

Re: Proposed extension of the
Outer Ring Road from Balgaddy Rd to N7 Kingswood:
Dear Sir/Madam,
I wish to object to the construction of Phase 1 of the Outer Ring
Road and call for an oral hearing on the following grounds:
* Since it was first considered in the early 1970's the concept of
this road being an outer ring road has diminished because of
substantial residential development.
* The immense volume of traffic that this road will bring to our
area will have a negative impact on our quality of life:
- Noise
- Vibration
- Air Pollution
* This road will de detrimental to the safe movement of children and
the general public.
* I wish to endorse the alternate route as proposed by the National
Transport Users Association.

FÁIL OPPOSITION TO THE OUTER RING ROAD |
After
meetings with the combined residents associations of Lucan,
Cllr. John Curran and Cllr. Deirdre Doherty-Ryan have
committed their full support against the proposed Outer Ring
Road (ORR).
Cllr. Curran said, "It is quite clear that plans for an
outer ring road, made a quarter of a century ago, did not
anticipate the extent of the spread of residential housing in
Dublin Mid-West. While the road may have seemed appropriate at
conception, it is certainly not so now."
"The ORR’s capacity as a
relief road for the already suffocated M50 is a major concern.
The increased volumes of traffic, both commercial and private,
anticipated to pass through residential areas will raise fears
for the safety of children and adults alike.
Access from
residential estates will become more difficult and the wisdom
of channelling a dual carriageway into a single lane of
traffic is questionable to say the least."
"I have included a copy of the objection slip from the
‘Lucan Together for Quality of Life’ action group on the
reverse of this leaflet for those of you who have not yet
objected and wish to do so.
Please forward them to your local
residents association before Thursday 26th April which is the
closing date for submissions to An Bord Pleanala."

Both Cllr. Curran and Cllr. Doherty-Ryan
have commended the combined
Residents Associations group
on their campaign against the proposed
ORR. "You can’t help but be
impressed by the conviction, committment
and organisation of the ‘Lucan
Together for Quality of Life’ group.
Their concerns are sincere and
justified and deserve not only to be
heard but to be acted upon," said Cllr.
Curran. Cllr.
Doherty-Ryan’s concerns were
clearly stated in her own submission
to An Bord Pleanala when
she said, "The proposed road is
out of date by about twenty years. The
northern section of the proposed Outer
Ring Road will be a single lane carriageway
and this will direct traffic through
the new community of hundreds
of thousands of residents of
South Lucan." Cllr.
Doherty-Ryan continued, "The
ORR, as proposed, would eventually
end at a very narrow slip-road at
the section between Ballyowen
Roundabout and the junction
with the N4 and Woodies. There
is daily mayhem at this section of
the N4 as motorists attempt to drive
eastwards to link up with the M50
to continue the journey either North
or South. An alternative route West
of Lucan is urgently needed. An
alternative route — a truly Outer Ring
Road would link the N81, N7 and
N4 south of the Liffey with the N2
and M1 to the north via a bridge which
already exists over the River Liffey
at Hewlett Packard, Liffey Park Leixlip
(west of Lucan)." Cllr.
Curran echoed the calls for an
alternative ORR. "The pace of housing
development has clearly overtaken
the initial ORR plan. This is
not the fault of the road planners at the
time - it’s simply a fact of life. But the
Outer Ring Road is no longer ‘outer’
and it directly affects a large and
growing community." "The
alternative route put forward by
the Nationl Transport Users Association
must be given careful consideration.
Construction of the proposed
route, for the sake of implementing
a 25 year old plan and without
taking into consideration the wishes
and requirements of an entire community,
is unacceptable."
