Introduction
Fergal Black who
is a new representative for the Health Service Executive was
introduced to the Steering Group.

Minutes of previous meeting (21 June 2005)

Project Update
·
SDCC monitoring the 150 units on site by twice weekly visit. No
major problems or conflicts to report. For sale mid-Jan 2006.
·
Communication/liaison many website enquiries updated weekly or as
the need arises. SDCC meeting regularly with Castlethorn in
relation to implementation of the scheme.
·
Planning applications permission granted for 2nd area
in Aug. for 252 residential units at Airlie Stud. New road to
access site from Tandys lane direction expect construction to
begin from end of year. Social and affordable element of at least
15% under Part V. Adamstown Link Road approved, start within next
few weeks. Probably once R120 (work on Newcastle Road at
Finnstown) finished.

Support strategies:

Review of community liaison strategy (paper attached for
discussion) This time next year to start Residents Associations
etc. Cllr. Fintan McCarthy asked for a permanent exhibition on
Adamstown to be provided in Lucan Library with a map clearly
indicating each area of Adamstown together with their respective
current planning applications and where construction was
currently taking place.

Civic Centre: SDCC corporate working group has met to consider
what services are needed and deliverable. Enhanced library
offices, meeting rooms. Additional library needed in area due to
over subscription of current library. Open minded as to the
extent of the civic centre, evolving. Cost a factor.

Enterprise Centre: County Development Board and 3rd
level outreach idea presented to developer who is interested and
they are doing financial modelling to see how it can be delivered
sooner rather than later.

Cycle Links Strategy: DTO to give comments back within next 2-3
weeks.

Developer initiatives: IT links in each home
Design guide
likely to be ready by November. District Centre Masterplan being
prepared with provision for Health Centre, Enterprise Centre etc.
Cllr. Fintan
McCarthy requested a comparison in size between the existing
Superquinn Shopping Centre and the proposed District Centre that
will be located in Adamstown. Paul Hogan explained that it would
be larger, incorporating a Civic Centre, Library, Community
Centre and Health Centre as well as shopping facilities.
SDCC are getting
advice on urban initiatives from consultants.
4)
Reports on negotiation with developers
Updates on:
·
Railway station: Kildare Route Project works order due to be
published next month. (Published this
week) Seems to be getting there. Station due for
completion December 2006. Public hearing due after publication on
Kildare Route Project.
·
QBCs/Bus: SDCC pressurising Dublin Bus for details of new and
extended routes.
·
Roads: behind schedule Newcastle Road, single lane gone 2-3 weeks
then link road in November. Coincide with ORR phase two both in
place by end of next year. Fonthill 12 months. Licence given to
developer to build the link Road and new railway bridge.
·
Schools: meeting planned end of next week schedules of
accommodation provided for Primary Schools. Planning application
due in before Christmas. First school to open Sept. 2007.
Expecting notice of intent to build school from architects any
day.
·
Health: Fergal Black: Primary health care facility needed.
Existing centre doesn�t meet existing needs. Castlethorn sounds
like they would prefer health facility near primary school not
District Centre. This has obvious advantages. On 7th
Sept. last a meeting was held by the HSE. Hurdle is capital
funding. Community services are what are needed in Adamstown but
currently acute hospital services get most funding. New CEO will
be redirecting services from acute to community so there are
reasons for optimism. Critically to identify funding and plan
with Castlethorn.
·
Drainage: No news.
·
Future planning applications: no housing expected before
Christmas. But schools and park and playground application
expected.

REVIEW OF COMMUNITY LIAISON
STRATEGY FOR ADAMSTOWN
1.0
Purpose
1.1 The purpose of
this paper is:
(i)
To review implementation of the Community Liaison Strategy
and Action Plan for Adamstown 2004/2005, and
(ii)
To propose a new Community Liaison Strategy and Action
Plan for 2005/2006.
2.0
Context
2.1 The SDZ
Planning Scheme for Adamstown was approved in September 2003. The
approved Scheme allows for the development of up to 10,150
dwellings and supporting infrastructure in a phased manner. The
first planning application for development within the SDZ was
approved in September 2004 and construction work started on site
in November 2004.
2.2
The Adamstown Steering Group comprising elected members,
senior staff of the County Council & representatives of statutory
agencies oversees the on-going monitoring, evaluation and
implementation of the Planning Scheme. The Steering Group
considered and agreed the Community Liaison Strategy and Action
Plan 2004/2005 in September 2004.
3.0
Main aims of Community Liaison Strategy & Action Plan for
Adamstown 2004/2005
3.1
The main aims of the Community Liaison Strategy were as
follows:
·
To
keep the local community and interested parties informed on a
regular basis about progress in implementing the Adamstown
Planning Scheme;
·
To
provide communication channels for issues & problems relating to
the practical implementation of the Adamstown project to be
addressed;
·
To
explore & foster opportunities for the integration of the
emerging community at Adamstown with the existing communities in
the area.
3.2
With regard to implementing these aims of the overall
strategy, the Community Liaison Action Plan for 2004/2005
focussed on dealing with the early stages of implementation of
the Adamstown development, in particular:
(i)
the distribution of information on the project to the
local community as widely as possible using available methods of
communication, &
(ii)
engagement with the local community and emerging community
of Adamstown on issues arising from implementation of the
project.
3.3
It was recognised that as the Adamstown development
progresses, it would be necessary to review the Community Liaison
Strategy and Action Plan at regular intervals to ensure it is met
the meets of both the current & emerging communities.
3.4
Table 1 below sets out a review of the implementation of
the Action Plan 2004/2005.

4.0
Evaluation of implementation of Action Plan
4.1
The key elements of the Community Liaison Action Plan
2004/2005 have been successfully implemented. Of particular note
is the success of the Adamstown website as a useful tool in
providing updated information and a channel for communication
with the public on Adamstown issues and progress.
4.2
It should also be noted that in addition to the measures
set out in the above Action Plan, Castlethorn Construction have
operated an Adamstown Information Centre since November 2004.
5.0
Looking ahead 2005/2006
5.1
A key change that will take place over the coming year is
that with the marketing of the first residential units in
Adamstown Castle by Castlethorn Construction planned for late
2004/early 2005, potentially the first residents of Adamstown
could be in occupation by mid-2005. This highlights the need to
engage with the new community and provide support.
5.2
In addition, with work commencing or progressing on key
items of infrastructure such as the rail station and link road,
as well as the likelihood for the submission of further
applications for development at Adamstown, there will continue to
be an on-going need to distribute information on progress and
ensure there is a point of contact for issues arising from
implementation.
5.3
With these factors in mind, the key aims of the Community
Liaison Strategy remain valid although it is recommended that the
third aim is amended as set out below to more clearly reflect the
need to engage with the new community at Adamstown.

To

regular basis about progress in implementing the Adamstown
Planning Scheme;
·
To
provide communication channels for issues & problems relating to
the practical implementation of the Adamstown project to be
addressed;
·
To
explore & foster opportunities for the support of the emerging
new community at Adamstown and for its integration with the
existing communities in the area.
5.4
In terms of implementing the Strategy over the course of
2005/2006, and building on successful aspects of the previous
Action Plan, the following Draft Community Liaison Action Plan is
proposed for the period September 2005 � September 2006.
